Electronic Declaration Distribution or "first in first out” system.

We remind you that Order No. 45n of the Ministry of Finance, dated April 8, 2025, "On Defining the Powers of Customs Authorities to Register Customs Declarations...," will come into effect on December 1, 2025. This document significantly changes the usual procedure for the automatic distribution of electronic declarations (ED) between the Centralised Electronic Documentation Centres (CEDs).
Now, in addition to the basic criteria—the type of transport, the category of goods, and the declarant's registration location—an inter-post dispatching mechanism is being introduced. Each main EDC will have a designated "backup" centre. When submitting a declaration, the system will compare the workload of the two EDCs and forward the declaration to the one with the lowest current workload.

Thus, a declaration that previously invariably went to, for example, the Aviation CED, may be redirected to the Northwest; from the Baltic to Novorossiysk; from Vladivostok to the Baltic, and so on.

At the same time, authorised economic operators of the 2nd and 3rd types receive an additional, essentially preferential, opportunity: they can independently choose the location of the declaration of goods - either to the Centralised Dispatch Centre at the location of the goods, or in accordance with the general dispatching rules.

Starting March 1, 2026, the Ministry of Finance plans to completely eliminate duplicate links between the Centralised Electronic Documentation (CED) systems. A draft of the corresponding order has already been posted on the ORV portal. According to the proposed changes, declarations (with the exception of certain categories of goods) will be sent to the CED system that has the least workload at the time of submission, regardless of the cargo's arrival location, mode of transport, or the declarant's address. Exceptions will remain only for goods with established clearance requirements, such as excisable goods, petroleum products, and other specialised categories.

In our view, the proposed changes could indeed make things easier for conscientious foreign trade participants: they will be less dependent on the workload of specific EDCs, which is especially important during the peak season. Moreover, interactions with various EDCs have long been standardized, and there are virtually no significant regional differences left.

The introduction of a new declaration distribution procedure is another significant step in the digitalization of customs operations, increasing the transparency and efficiency of customs clearance processes.
